This is called a shortcut. Clicking on this icon will take you to a screen that shows all the files, folders and hard drives of your specific computer.

Click on My Computer. It is usually a screen icon. In Microsoft Windows click the Microsoft 'start' icon, which looks like a flag at the bottom left of your screen. This will open a menu. Having multiple folders open at one time could probably slow down your computer, but that would depend on how much RAM you have. Nowadays you would probably need hundreds of folders open to make a dent in the average computer. So it's very insignificant
To view hidden folders open Windows Explorer or My Computer. From there select the Tools tab at the top of the window. Then click on Folder Options, from there select "view all hidden folders".
You can have 16 folders on a page and 12 apps in a folder and 11 pages of folders and 4 folders at the bottom so about 1,980 on the home screen pages after you fill them you can have more and have to search for them
When you shut the computer off, you lose what is in RAM. The computer keeps what is in ROM (it would not start again without it), and you generally keep what is in your folders. If the folders were actually stored in RAM and not on the hard drive, you would lose the data. Or if the computer glitched when you cut it off, you might lose a little bit of what is on the hard drive. But generally, you keep what is in ROM and in the folders on your hard drive.
