You can enither use Windows' Built in Disk Defragmenter,
Or you can pay for one online that can either be sent in CD form to you, or downloaded from their website.
Most good companies allow you to download a trial version which will let you do the same as the full paid-for version but only for a limited time.

There's no way to uninstall it.. the only way it could be gone is if you deleted the executable in the Windows folder. I strongly recommend installing a different disk defragger though because the Windows one doesn't do the job as good as some others. PerfectDisk10 is a good one.
