> Click on Tools, Effects and choose the Slow down half effect.
> Drag the effect to the box on the lower left of your video clip on the Storyboard view.
> Click Play in the Preview pane to see the results.
You can effects a maximum of 3 times to a clip (for real slow action).
In the Storyboard view of Windows Movie Maker:
> Click on Effects
> Scroll down to: Slow down, half
> Drag the effect into the effect box on the clip (bottom left)
You can add the same effect many times by dragging it again and again into the clip. Watch the results in the Preview pane.
Double click on the clip you want to change in the Project section and an Inspector window appears. In the Clip section of the Inspector is a Speed control. Slide it to the left to slow down and to the right to speed up. The percentage reading at the end of the slider tells you how much you have changed from the original speed. Click on the Reverse button to have your clip play backwards.
Hi :) There are 2 way's to do this and I will explain both
1.Click the Effects button on the side
2. Scroll down and look for "Slow Down Half"
3. Drag the scroll down half to the clip of the video where you wan't it.

1. Right click the clip where you want it click add effects and look for slow down half and click add

you need iMovie 09/11. I am not sure about imovie hd. anyways,
1. Double click the clip that you want to alter, the inspector should pop up
2. Make sure you are in clip adjustments
3. Click convert clip
4. Wait 2 secs and then you will be able to adjust the time of your movie.
There are several free video editing software application that allow slow motion editing. For Mac users iMovie works well. For PC users there is Windows Movie Maker.
