As per my experience the hotmail account is automatically deleted from their list if the account holder does not login to his own homepage and account of hotmail for a longer period i.e. more than a month.
To delete your account you go to the little arrow beside your name at the top right and go to accounts and scroll down until you see a whole bunch of options and it says close account choose that one:)
