By connect I presume you mean that you wish to use your Samsung Galaxy S2 so that the Apple iPad 3 can connect to the Phone's wi-fi network and access the internet using the phone's 3G connection.
Unfortunately the iPad does not seem to be compatible with the S2 (in fact the S2 does not seem to be compatible with quite a lot of apple gadgets).
I also had the same 'fail' trying to connect via bluetooth.
However the WiFi hotspot from a Galaxy S3 is excellent, and fast. Apple products seem to pick up the WiFi network and connect beautifully.
There are several other things S2 could mean and ways that the iPad could be connecting with them. Including different ways of connecting with a Samsung Galaxy S2. But now that the products and problem are identified for you - perhaps someone could provide a more constructive response.
Perhaps you meant the Native Instruments Traktor Kontrol S2 DJ controller. Perhaps you meant the Canon Powershot S2 camera. Perhaps the Audi S2 sports car?
