In control pannel, select the cursor option and then, select mouse and then your cursor type.

If you want to change it on a website, you can draw a new cursor at www.cursor.cc and then add the following to your css:

body{ cursor: url('cursor.cur'), auto;}

Do NOT change your cursor because it will come after you as a floating ghost and slap you across the face and just blow up your house, lol just kidding... You right click in a blank space of the desktop and go to Personalize and go to mouse pointers AND that's where you can edit it.
