The startup sound is built into the hardware and is not part of OSx and cannot be changed via the software. Notice you hear the sound before OSx even starts up. You can mute the sound or turn it very low. Just set the volume where you want it before restarting or shutting down. When OSx starts it will start at the volume level you have set.
