Adobe Photoshop is not multilingual. You must buy or contact support for localized version.
To change the language in Adobe Fireworks CS after installation, you will need to go to Edit > Preferences. Then, under the General section, locate the Interface Language dropdown menu and select your preferred language. Finally, restart the software for the changes to take effect.
The language is set during installation if done via a legal copy. However, to change - Edit >Preferences - then select Country/region

Adobe Bridge is media browser and organizer and comes with Photoshop installation. Find image in Bridge and select it by clicking on it, then go to File > Open (Ctrl + O) to open it in Photoshop, or right click and choose Open or Open With > Adobe Photoshop.
There is no way how to change it when installed. You have to rainstall it and change language in the start of installation. There are so many different versions with diiferent languages, so you must have one with language you want. p.s. Sorry for my bad English.
Start Adobe Reader then go to Edit > Preferences > International and expand Application Language drop-down list.
