The service needs to be running, and the scope needs to be authorized before addresses may be given out.

DHCP (Dynamic Host Configuration Protocol). A network node can request an IP address from a DHCP server using a broadcast frame. The DHCP server may assign an IP address to the node as well as a subnet mask and default gateway.
DHCP
No idea. Below information obtained here: http://support.microsoft.com/kb/169289 may help. DHCP (Dynamic Host Configuration Protocol) is a standard protocol defined by RFC 1541 (which is superseded by RFC 2131) that allows a server to dynamically distribute IP addressing and configuration information to clients. Normally the DHCP server provides the client with at least this basic information: • IP Address • Subnet Mask • Default Gateway Other information can be provided as well, such as Domain Name Service (DNS) server addresses and Windows Internet Name Service (WINS) server addresses. The system administrator configures the DHCP server with the options that are parsed out to the client.
For a Windows based system you use the DHCP MMC snapin console. This is installed when the DHCP server service is installed. For Linux and Unix based systems you can edit the DHCP configuration file in /etc
Windows Server Family, Linux are some examples. And also there are some routers that have the DHCP service enabled.
because when the service is stopped the database is free and any chnages can be done and in restoring the database file is overwritten by system.when service is started again the DHCP database file is loaded again and one gets the retored database entries reflecting.
WIndows and non-Windows systems install DHCP in different ways, but the basic idea is the same group of steps:Add the DHCP service role to the systemActivate the serviceAdd the scope of IP addresses and exclusions to the DHCP serviceActivate the scopeOff you go - addresses!
