If you already have a version of windows installed, you could try upgrading from the version you already have installed, but that isn't really installing windows freshly.
You'd need to reconfigure your BIOS to boot from the CD. Try checking the manual from your bios or motherboard manufacturer on how to do this, or read the documentation that came with your computer.

Buy and boot from a Windows XP cd.
You cannot install Windows ME over Windows XP from within XP. If you must (for whatever reason) install Windows ME, you will need to boot from the CD.
If you have a USB drive and your BIOS supports booting from a USB device then try that.
install windows first and then install linux, there should be a partitioner in the live cd. or just use wubi

Boot from a Windows XP installation CD, and follow insructions.
Change the boot order in the CMOS/BIOS.
Download and boot from the Ultimate Boot CD available from http://www.ultimatebootcd.com/ Use a disk utility to erase the partition and Windows will do the rest when you install it. thank you pretty good windows xp boot disk
go to microsoft.com and download the Windows XP iso file and burn it to a CD or DVD dependin on what it says, then boot it to your hard drive
If you have an install CD, you can start the computer with this. Set your BIOS up to boot from CD, restart the computer with the disk in the drive and follow the onscreen instructions to install Windows XP. Please ask a separate question if you wish to know how to change the Boot order for your BIOS.
Reboot and press F12 (on my computer, at least) to enter the temporary boot sequence. Boot from the CD and then there you can make changes to the installation and then ultimately install the OS.
