Built into Mac OS X is an application called Disk Utility, which can format and partition any internal or external volume. It's located in /Applications/Utilities/. Additionally, there are some third-party utilities that can work with partitions on-the-fly: iPartition, DiskWorks, and VolumeWorks all claim to do this.

If you created more than one partition on startup disk then you should backup all the information on that disk before going any further. Restart the Mac from the Operating System Install disk, and use the Disk Utility program to remove the extra partition. Most Mac people find the only reason they need more than one partition is when installing Windows and / or Linux on the Mac startup disk.
