Portable Maxthon Browser 1.5.9 on Softpedia, the only official portable version as much as I know. http://www.softpedia.com/get/PORTABLE-SOFTWARE/Internet/Browsers/Windows-Portable-Applications-Portable-Maxthon-Browser.shtml
Maxthon 3 browser, you have to sign up for a maxthon passpoert, then it should have a syn option for tabs and notes. I think they have an app for the android.
I personally use Maxthon. But, there is no "best browser". There are some browsers that are completely abysmal, but that is a matter of opinion. You should do some research and choose the browser that best suits you.
Mozilla Firefox SoccerHead67: I personally think that Maxthon is the best browser. You can customize the background, add pictures of yourself, make a Maxthon account AND there is a Maxthon for mobiles. However, Google Chrome is a close second because you can customize the background and it is easy to monitor the downloads. But, Firefox has a lot of glitches, for some reason, some computers cannot download Flash for it. Internet Explorer JUST got tabs, and you can't really customize anything.
