Yes. There are two principles involved.

1. The more upload your uTorrent gives out, the more download it will receive back from other peers.

2. If upload in uTorrent is set too high, or to unlimited, download speeds will suffer as needed communications (resend requests, acknowledgment signals etc.) will not be able to get through.

The general rule is to cap upload in uTorrent to 80% of the upload capacity of your internet connection.

This will give out maximum upload while leaving room for the communications.
