It does have an experimental WebKit-based web browser. You require a broadband wireless internet connection to use it.
Personally, I don't think a web browser for an e-ink display is the best idea, but that's just my opinion.

If you want a really lightweight tablet for reading books, get the Kindle Fire. If you want to play games, do email and a lot of web browsing, get the iPad.
The Kindle Fire and the Nook Color both feature web browsing as well as access to movies and TV shows. The Amazon Kindle brands consistently get good consumer ratings, but the this Nook model (by Barnes & Noble) was the first color e-reader, and it also has good reviews.
A Kindle Fire can do far more; it has a full web browser, a color LCD display, thousands of apps and games, even more videos and TV shows, and more. The Kindle Touch is a touchscreen eReader with a very basic browser (bookmarks, cookies, and history) with an eInk display. Basically, the Kindle Fire can do a lot more, but the Kindle Touch is a way better eReader.

I'm not going to be really scientific her, but a Kindle touch has only two buttons, one on the bottom to turn on/off, and one in the center of the bottom surrounding plastic. Meanwhile, regular Kindles have either 4 buttons, one on bottom to turn on/off, one in center of the bottom plastic, and 2 right beside that center button so you can scroll pages, etc. Other versions of the Kindle (and Nook) have keyboards that take up about 3 inches of the bottom plastic (this causes the screen to be smaller) that have numbers and letters on it. I recommend the Kindle touch because it is more convenient and is only about $30-40 more.

Current versions of the Kindle do not have a touch screen, but the Kindle Touch is due for relase next month (november 2011) and is available to preorder from Amazon now.
