Assuming you have the wifi & cellular version, to use the cellular portion, you'd have to arrange for a data plan through a carrier, which would typically be monthly. The device itself would be purchased at full price, unless the carrier provider has a payment plan where you would be paying towards the purchase price of the device monthly until it is fully paid.
