You can certainly install both and use both, seperatly or at the same time because they fulfil different requirements - Outlook Express is an email client whilst Firefox is a web browser. You may however run into some compatibility issues if you are trying to get the 2 to work cohesively but these difficulties can likely be bypassed/avoided by altering various settings. If you have any problems take a look at both programs user forums to find a workaround.

Mostly you shouldn't have any problems; however there is an issue with Outlook (not Outlook Express). Outlook 2000 stores its username/password information in the registry. When vista was developed it was decided that this wasn't secure enough and under Vista, Outlook will ask for the email password each time it is run. The only solutions to this are to keep Outlook running all the time or to use a third party keyboard macro system to automatically supply the password when requested. Neither is ideal! Microsoft don't support Office 2000 (or 2002) under Vista so the problem is unlikely to be fixed.
