Pocket Wavepad HD can do this.
The best way is to record the video output to a computer with a VGA or HDMI dock adapter, and then dub in your voice afterwards. It is not possible to run two programs at the same time with the iPad.
Although the iPhone 4s introduced Siri, a Beta program with voice recognition, it was not ported to the iPad 3. The iPad 3 does have speech-to-text capability for creating emails, and you can use your iPad as a voice recorder, but voice recognition is not built in. Siri may be introduced for the iPad later.

No. This feature is presently only found on the new iPad (3rd generation).
If you have a gmail account, look into using Google Voice for this.

A snes emulator won't record voice because it doesn't do that, it plays Roms. To record your voice download a sound recorder, audacity works great, then record game and voice then just sync them while editing afterwards.
