The maximum is 256
I believe that the maximum file name limit is 255 characters (including path). So if you name it something with 250 characters you would have to save it in
c:/(filename with 250 chars)
but since most are saved in
C:/documents%20and%20settings/user/my%20documents/filename*
you already have a bunch of the characters used up.
so if you need a place to put something with a really long filename, like from a RAR file, either rename the file or put it directly onto your c:/ drive.
Windows usually limits file names to 260 characters. But the file name must actually be shorter than that, since the complete path (such as C:\Program Files\filename.txt) is included in this character count. This is why you might occasionally encounter an error when copying a file with a very long file name to a location that has a longer path than its current location.
The maximum length of a directory name or file name is affected by the location itself. The maximum length of the path to a file on a modern Operating System is 255 characters.

You can use file name as filename.extension. File name in DOS can be maximum of 8 characters and extension is maximum of 3 characters. If you create any file having more character then it will automatically exclude the remaining characters. Say if you create dharmsansar then DOS will save it as dharmsa~..
Windows 95 supported file names up to 255 characters in length.
On FAT16 partitions, you are limited to 8 characters for the name plus 3 for the file extension. If you have FAT32 and a capable kernel, you can use up to 255 characters in total as a file name.In the original MS-DOS of the pre-Windows 95 era, filenames were only allowed to have 8 letters, followed by a period '.', then only 3 letters for the file extension. After Windows 95, filenames can have a maximum of 255 characters.
The maximum length for a volume name in Windows is 32 characters. This includes letters, numbers, spaces, and special characters, but it does not allow certain reserved characters like / \ : ? " < > |.
