internet connectivity requires hardware and software that costs money. Therefore, usually the costs are passed down to the end-users by Internet Service Providers.

There are however organizations such that provide internet access for free to certain groups of people: some cities set up free wireless access or free internet over electricity wires, some universities give free access on their campuses, most public libraries offer free access on their premises etc.

Or at least someone has to pay - if you have a laptop there are some places where you can get free wifi connection but if you want your own connection at home you will probably have to pay.

The internet for an iPod Touch does not cost money.

For most phones and computers in general, it costs money because it is how the economy works and money is what allows you to get pretty much anything.
