There are two equally correct ways to answer this:

(1) Nobody owns the Internet, or

(2) Ownership of the Internet is shared by everyone who uses it.

There really isn't anyone who controls the Internet. It's far too complex to be controlled by one entity. It is a collection of networks which are joined to form bigger networks which are joined to form even bigger networks and so forth. The path that data follows as it travels through the Internet depends on what computers and what switches happen to be available on a second by second basis, and is about as close to pure machine technology with a minimum of human intervention as has ever been achieved.

There is one company that controls one aspect of the Internet. That is the Internet Corporation for Assigned Names and Numbers or ICANN, which controls all the Internet addresses of both numerical and named types. If you neglect to pay for your address, ICANN cancels your account and your address becomes available to anyone who wants it.

So other than the assignment of addresses, everything else proceeds pretty much automatically.
