Sumo paint would be a good one. its not necessarily a manga website, but has all different types of drawings. sumo paint has its own drawing application too! Another good one is deviantart.
Quite honestly drawing should be a fun thing, so try practicing the kind of thing you like. If you want to get good at drawing in general I would suggest practicing from still life. Other good starting points are taking pictures and if that is a challenge try making a proportionate grid on the picture and the drawing paper to help make an accurate copy. I consider myself above average in drawing skill but I got there after about 10 years of practice (if you really try and stay consistent, your skill will gradually improve). That's pretty much all the advice I can give in writing, but other options are to observe other good artists you know; use them as a benchmark of sorts.
There are a few programs to make a computer drawing. Some would not agree though on which is the best. So a suggestion would be to try the two following and pick which one feels is the best for them. One is GIMP (free and excellent). The other one is Photoshop (costs some).

If you have patience and persistence, you can become good at drawing anime. Start at home by drawing stick figures, which will give you some very basic ideas about proportion. Once you have that down, you can find courses online in drawing anime. You can also buy books on how to draw anime at both bookstores and art supply shops.
www.howtodrawmanga.com is a really good site. There are interactive ones, too. I think I've got the site correct, at the top it should say ''Manga 'University'. You can download the tutorials too, but i think they cost a litttle money.
