In general any pressurized gas container is "empty" when the pressure inside is equal to ambient air pressure. There is still gas in the container, but not enough pressure to expell the gas. Medical oxygen tanks should never be allowed to go below 200psi. The tank is considered empty at this point and should be replaced.

We dont need gas, its just that our economy is so derived on consuming gas that we refuse to switch. There are better and cheaper fuels we could be using right now.

The only way to get to it is by removing the tank from the car.You will find that inside the trunk underneath the carpet there will be a cap you can remove, this is not the fuel pump, I promise you. It is the float for the gas meter. I don't recommend removing this, I did and it resulted in a strong smell of gas every time I fill up.
