In a basic sense, it can be considered a technology because it is developed and used like most technology is. The pens themselves have incorporated technology over time as well. For example, modern ball point pen inks are mixtures of pigments and bases which are an example of chemical technology. Even older fountain pens use capillary action as a mechanism. Ballpoint pens have a precisely-made rotating ball at the tip which is a fairly modern development made possible by newer machinery. Basically, a pen fits the general definition of "technology" but there's much more to that too.
