The IP address is generated by the Server your computer is connected to. This can be either a fixed IP (so you have the same address every time you log-on to the internet) or a mobile IP (because you might be connecting via a Wi-Fi connection away form your home).

To get an IP address on a particular system on a local home network you go to your internet connection details or just type ncpa.cpl in run and it will be listed under IPv4 or IPv6 depending on what kind of network you have. If you want to figure out the IP for the router that will be listed under default gateway, you can check it either by ipconfig in cmd or from whatismyip.com .
