It's called the letter 'Ya', Я я , and on Windows you can do it with Alt+1071 (or Alt+1103 for lowercase), but it is simpler to run the 'Character Map' from the Accessories\System Tools menu and search for it there

There is a Japanese symbol ㅋ which is created by a string command if you don't have an Asian keyboard (it means "LOL" or "laughing").

You need to open character Map in the system.In the Map you will find symbols select the required symbol and paste it in the file.
