Nowadays, more and more PC games are being sold with some kind of DRM infestation. They do this to try and retain control over a product even after you have paid them for it.
For Skyrim, Bethesda chose to use the program called Steam as its choice for DRM. Because of this, you must have Steam installed as well as a Steam account in order to activate the game online before you're able to even install it. Once the game is activated, it will be locked down to the Steam account you chose to activate it on.
Now to answer your question. Yes, you should both be able to play the same game installed on different PCs. However, there is a process involved in doing this. First your friend will need to have Steam installed on their computer. Once installed he/she will have to log into the online Steam account that you activated the game on. After that, you can either install the game from the discs, or download it from the Steam servers. Once it has been fully installed, your friend will have to use what is called "Offline Mode" which you can access by clicking the "Steam" option on the menu bar and then click "Go Offline". Once in Offline Mode, the game should be playable, but only after it has been installed and fully updated. If it hasn't, you'll get an error message when trying to play it offline.
If you wanted to, both of you could play in Offline Mode. However, both of you cannot be logged into the same Steam account at once while in "Online Mode" (connected to the internet). As far as I know, if one of you were to log in to play the game online (to earn Steam achievements for example) while the other was already logged into that same account on another computer, the person that was currently online would be booted from that Steam account with a message. So if both of you want to play it at the same time, at least one of you will have to play it while in Offline Mode.
If you wanted to share a multiplayer game that's on the same Steam account, you would have to take turns, since both of you cannot be logged into the same account at once while online.

True... add-ons and/or toolbars are loaded into memory (RAM)... The less RAM you have available to the computer's processor - the slower the computer runs.
Most likely just a graphical glitch. Try refreshing your screen, changing the graphical settings, or restarting your computer. If that didn't help, look into your drivers (video, mouse, os, etc.), third party software/add-ons, or the graphics card/chip may be physically damaged.

Besides downloading you do need to install many add ons and that may be your problem. On Rezurrection it took much longer to install than to download. I have not gotten the Just Cause 2 add ons, but all add ons must be dowmnloaded after purchase and then most must be installed.
