Voice actors get work in essentially the same way that any other kind of actors do; they need to make themselves known to casting directors who are looking for voice actors, and that generally happens through an agent. I will add that unless you have a particularly interesting voice, chances are you will not find work as a voice actor. Of the approximately seven billion people in the world, most have voices, so voices are not hard to find. Interesting voices are not quite as common. It is also worth noting, while we are on the topic, that most voice actors got their start as regular actors before getting into voice work. Once you become known as an actor, and develop connections in the entertainment industry, you will be much more likely to be considered for a voice role. If no one knows who you are, they are not going to think of you when they are trying to cast a role (and while there are such things as open auditions, those are much more likely to be for regular acting than for voice acting).
