PEI joined because Britain didn't want them, was unlikely to come to their aid should there be a problem with the Americans, and Canada gave them money and power. Money and Power they still have. PEI has the best per capita representation in the federal system when compared to other provinces and could never have built a half billion dollar bridge with a mere 140,000 residents .

MB didn't have much of a choice. They had been colonised by Canada, who had sent in troops to "encourage" locals to accept Canadian rule. Provincial status was offered to address their concerns about losing their land to waves of Canadian Immigration. That didn't really work out for them but they do not get to write history so Manitoba was created to give settlers representation in the federal system.

The independent Eastern Canadian colonies of Ontario, Quebec, New Brunswick, and Nova Scotia chose to become Canada in 1867. PEI and Newfoundland joined later on. In 1870 the UK transferred ownership of the mostly uncolonized land known as Rupert's Land to Canada from the Hudson's bay company. After this, war's were fought to subjugate the mixed European and native Metis peopled societies that had emerged in Rupert's land unofficially, and a compromise regarding this led to the emergence of Manitoba and later around the turn of the century Alberta and Saskatchewan were settled by Europeans and Eastern Canadians, so they were always part of Canada and didn't have to join the federation. BC joined in 1871 of its own accord.

British Columbia did want to join Confederation, but BC had not been part of the original negotiations. Therefore Britain told BC to wait until the new dominion became established. Four years later, BC joined Confederation.
They would suggest Canada was but one member of the Confederation later to be called Canada. Canada of course saw it more as a take over with annoying rules but at least they got to keep their name. Canada, NB, and NS were the first, with Canada becoming Ontario and Quebec in 1867, BC joined 1871, PEI in 1873, and Newfoundland in 1949. All the others were created out of land acquired by Canada in 1870 in deals with the HBC and Britain.
