When the compressor comes back on does it stay on?

My first guess without seeing it is that the contactor is stuck (welded) shut and needs to be replaced. If you have not already done so turn the outdoor unit off until this is fixed or you will be replacing the compressor too.
It is possible that the circuit breaker for the compressor unit is thrown (switched to "off"). Go outside to the compressor unit and follow the big cable up to the circuit breaker panel on the wall. If it is off, throw the switch to "on." If that is not the problem, something is probably wrong with the compressor unit. Turn off the breaker panel and call a repairman.
A stuck compressor contactor. Do not turn off the indoor fan until you have either shut off the breaker or pulled the fuses to the outdoor unit and stopped the compressor, or damage may result.

There are many reasons why an air conditioning compressor might not turn off. There is likely a wire that is not connected properly.

Something is wrong with it. Turn it off until you can have it looked at. Continued short cycling will kill the compressor.

A refrigerant compressor will be hot when running whether or not the charge is too high or too low. If the charge is too low, the compressor will cycle on and off. If too high the compressor may not run at all.
You cannot return the compressor unless it is the reason your system is not working. No need to reuse the compressor as you will have a brand new unit anyway.
