If you mean an impounded vehicle, it probably depends on the locality, but here in my city, the police department sells siezed vehicles once a week at an auction.

Call your local police station. When vehicles are seized and impounded they will hold an auction to try and sell these vehicles to make there department some extra funds. You will be able to get a list of the dates of these auctions and possibly what make model and year of some of the vehicles that will be in the upcoming auction.

You would have to find a company which is selling their fleet directly to the public. Most fleet vehicles end up being bought by wholesalers, who turn around and sell the vehicles at a markup. Some states may have surplus sales which are open to any member of the general public, and you can often find both seized vehicles (impounded by law enforcement, etc.) and state fleet vehicles there.
