Friction makes brakes get hot. Whenever you step on the brake pedal, the kinetic energy of the vehicle is converted to heat energy to stop the vehicle. Having said that, the brakes can run a little hot if the calipers are not fully releasing and the rear brakes can overheat if you fail to release the parking brake. It's extremely rare that the master cylinder doesn't fully release the brakes.
Either brakes or bearings. The brake caliber may be sticking, parking brake mis-adjusted, if on the rear, or you are driving with your foot on the brake. Also a bad wheel bearing will get extremely hot.

When your wheels get hot, it causes your brakes to fade, thus solving the sticking problem. It sounds to me like either someone put on new brakes and adjusted them too tight, or your parking brake is sticking. Jack up your car and check each wheel. You should feel a slight rubbing when you turn them, but they should be fairly easy to turn. Back off the adjustment wheel if the rear brakes are too tight. The front should self adjust by pumping the brake pedal while driving, unless you have a sticking caliper.

There are a couple of thing that could cause this. You could have a caliper or cylinder locked up or the emergency brake cable could be frozen up. It is best to have it looked at right away. You may have driven the vehicle with the parking brake applied.
Probably has a sticky brake caliper or sticky brake caliper sliders. Who ever replaced the brake pads should have seen that.
