Any vehicle, it's just a matter of what you need to do in order to flat tow it. If you have a two wheel drive with a manual transmission, all you need to do is put it into neutral. If you have a four wheel drive with a manual transfer case or an electronic transfer case with an option to put it into neutral, then you put the transfer case into neutral. Otherwise, you'll probably have to remove the driveshaft(s).

The best way to tow any vehicle behind any motor home is a trailer for so many reasons but two big reasons are, backing up the motor home with the towed vehicle attached and double maintenance on the towed auto plus motor home. Trust me your WAY ahead with the trailer .... PLUS, you will need a class 3 hitch installed on the back of your motor home.

I think you are confusing a 'Mobile Home' for a Motorhome. A mobile home can't tow anything, it sits on a foundation in a park. - And I don't know the answer if it is in fact a motorhome. I would think it's defined by state motor vehicle laws.
in some states yes and in others no. generally if the state has legal "double" tractor trailers such as UPS then you could do it.
