You take it to a Volvo Dealer and they plug in a laptop and reprogram some parameters on the ECU in the truck.

Contact a Volvo dealer with a minimum of the last 6 of V.I.N.. They can get you a build sheet for the truck when it was new. CARFAX also collects information on class 8 trucks, so try them as well.
There's nothing special about it. It's not microchipped, or anything of that sort. As for finding out if you can get blanks, or if you'd have to get one ordered from a dealer specifically for a certain truck, you'd have to contact a Volvo Trucks dealer - I really don't have the answer to that.
