If one should every be faced with a snow emergency the following measures should be put into place. It is imperative that one should stay with their vehicle at all times and wait for help. Do not get out and walk around in the storm as it is easy to get lost. One should also turn on hazzard lights so that the vehicle can be noticed.
Yes if you are just following it to see where it is going. It is however not illegal to be going in the same direction as an emergency vehicle as long as you stay 500 feet back. If the emergency vehicle is not using its emergency lights or sirens, and is not stopped at an emergency scene, you can treat it like a regular vehicle and follow it as would be legal for any other vehicle.
Slow down, check side/rear/blind spot to see if the lane beside you is clear, put on your turn signal, merge to the lane away from the stopped emergency vehicle. However, be prepared to come to a full stop if needed or directed by emergency personnel. Do not gawk-- keep your eyes on the road. Looking at accidents is a sure way to cause another accident.

Exit the vehicle immediately and move away from the tracks to a safe location. Call emergency services and the railway operator to alert them of the situation. Do not attempt to move the vehicle or fix the issue yourself.

If you can't safely move your car out of the way there is really not much else you can do than to stay put.
