If you're not in such a country, and you have the authority to have this done, you go to the dealership, have them hook up the software, and get the parameters for it changed.

If you're asking this question, chances are, it's not your truck to do this with. If it is your truck to do this with, you just go to a dealership which has the appropriate NexIQ box for the motor your truck has, and have the motor ECM controls adjusted. If it's not your truck, doing this is a good way to lose your job, not to mention receive a black mark on your DAC report which will ensure no other company wants to hire you.

If it's old enough to have a speed sensor setup which sends an analog signal straight to the ECM, then you disrupt the frequency of that signal. If it's current enough to be set up to where that analog signal gets converted to digital before going to the engine ECM, you need the software for it.
You take it to a Volvo Dealer and they plug in a laptop and reprogram some parameters on the ECU in the truck.
