Depends on what you mean by bark. If you mean it as in "BARK!"
by a dog, then of course cars can't bark. However, if you mean to ask whether or not a car can make sounds, then yes, they can. Unless the car is an electric car, in which case it would only make high-pitched whining noises, a car can normally make a sound somewhat resembling a growl due to the driver of the car revving the engines.

Some dogs do bark at cars, but I suspect they're more likely to bark at a person on a bike because they are actually trying to communicate with the person. A car is just a big noisy object, so there's not as much point in barking at it as there is barking at a person they realize they can communicate with.
