the DNangel series is right now i believe is 13 mangas long and has NOT been completed, but number 14 as i know has not yet been published in Japan though a argentine special chapter was just released

There are 14 volumes in Japanese and TokyoPop has licensed 12 of those volumes in English. It's still an ongoing manga. It went on hiatus from August 2005 to April 2008.
The producer, editor, and scriptwriter got together and wrote up the story. I doubt that the manga author had a hand in it, but, anyway, either Argentine was deemed an "insignificant character" and was, therefore, tossed out, OR the anime was made before the manga, which, by the way, is on hiatus in Japan, reached the part involving Argentine.
