A dealer would not want to buy just one or a small number.
Dealers buy them as part of larger lots for almost nothing per stamp- 65--90% face and 1/10 to 1/2 cent if used. The money they would charge you for it is mostly for labor.
If uncancelled and used as postage it is worth (surprise) 4 cents.As a collectible stamp its value will depend entirely on condition, which must be determined by direct observation by an expert in stamps.

I do not find any such stamp listed in the US catalog. There have only been four 1 1/2 cent stamps and Franklin was not on one of them. Special cancellations and different values are likely to be worth more. Consult a postage stamp catalog, usually available at your local library for exact identification and catalog values.

I believe you are referring to a 23 cent stamp. That is Scott Number 2181. It has a minimal value and can be purchased for about 20 cents.
