That value was valid for airmail postage in 2009. It could be an airmail stamp, there is one picturing the Grand Teton Mountains. Consult a catalog to fully identify the particular stamp.

Fly the airplane at L/Dmax speed. This is also know as best glide. This speed is found in the POH and represents where induced and parasite drags are at there minimal values for the airplane.
You will know a stamp is old if it's not written on by whether it will stick to the envelope or not.

If he has an airplane it's worth around $3.00 to $8.00 depending on which picture it has. If it's only a red stamp that says Air Mail it isn't worth very much, maybe 25¢. One 98c stamp on a regular sized envelope will ensure delivery. If you can't get to a post office to buy a 98c stamp you would need to put 3 regular stamps on it.
