You can go to any college and join the Marines, it is a voluntary armed forces in the USA. The USMC is the ground force for the US Navy and has been part of the Navy since it's beginnings in the Revolutionary War Nov. 10th 1775 is the Marine Corps Birthday, therefore Cadets at the Naval Academy can chose the Marines or the Navy during their senior year.
The Marine Corps is not senior to the Navy, nor is the Navy senior to the Marine Corps. The USMC is a branch of the US Military under the jurisdiction of the Navy. Basically, the Marines conduct landing operations on coastal areas, working WITH the Navy, who mainly stays on the ships and in the air. If however the question regards parade marching position, then yes, the Marine Corps does take precedence by tradition over the Navy.

The Marine Corps has always been under the Department of the Navy, from its beginning until today. The Navy and Marine Corps are 2 separate entities within the Department of the Navy, and each have their own senior Commander who oversees each branch. For the Navy, it's the Chief of Naval Operations, the Marines it's the Commandant of the Marine Corps. Both officers report directly to the Secretary of the Navy, who in turn reports to the Secretary of Defense, and then the President.
