Great Britain does not print their name on their postage stamps. The name of the country is not mentioned because United Kingdom was the first country in the world to start postage stamps. However, all of the postage stamps have at minimum a silhouette of the current Queen (or King).
I could be wrong, but I think every internationally recognized country issues postage stamps. Even countries that do not have post offices print stamps for collectors and sell them through foreign agencies. Not all stamps are valid for international mail and some are not valid for any actual mail. There are times during war or revolution when what was formerly a country has no valid postage stamps.

Norway. OFF SAK is found on Norwegian stamps. It is an abbreviation for Offentlig Sak. They are used for Official Mail such as government letters.
