One of the simplest ways to give your dresser an antique look is to use a crackling effect finishing stain. There are also glosses and glazes available at your local Home Depot or similar retailer which will give a great effect after buff sanding the dresser.
Answer to this depends on what shape it is in, the wood it is made from, and if it has been reconditioned or not. Contact a local antique dealer for an evaluation.
