Since the M4 and the M16 are essentially the same weapon, the same procedure works for both weapons--the SPORTS procedure:
SLAP the bottom of the magazine
PULL the charging handle to the rear
OBSERVE the round fly through the ejection port
RELEASE the charging handle, allowing the bolt to fly forward
TAP the forward assist
SHOOT
A properly-trained rifle operator will do this with the rifle remaining against the shoulder.
You might not have to go through the entire SPORTS procedure. A lot of the jams you get on this rifle are caused by crud on the top lip of the magazine. If you SLAP the magazine and the bolt flies forward, squeeze the trigger immediately because you probably fixed it.
