An engineer's scale is a special kind of ruler used in engineering drafting, such as for blueprints. The scale helps to make drawings that are a certain ratio of the size of the original. For example, 1:10 scale would produce a drawing that is one tenth the size of the original object.
The main difference between a property developer and a building contractor is the developer is the person who blueprints the area and buys the land to build on. The contractor is the person who actually builds the building or subcontracts the work out.

Take the slab out and pour a new one with the right slope. Rent a concrete saw and cut a few grooves in it making the groove deeper away from the house. This will let the water drain off of the slap and away from the house. If the slab is separate from the house, you might be able to mud jack it at the house and raise it enough to slop it away from the house. Mud jacking is not terribly expensive.
