In my experience, as well as other peoples opinions, the reading age is somewhere between 8 to 12 years old. Thats not to say that someone older or younger couldn't read the book, it simply depends what age level the person reads at.
If the reader is over 12, they should be able to understand the book reasonably well, without the help of an adult, with only some words that might confuse them.
