Roads get icy when the temperature drops below freezing and moisture on the surface of the road freezes. This can happen due to snow melting and refreezing, or from freezing rain or sleet. Icy roads are hazardous for driving because they reduce traction and make it easier for vehicles to slide.

Ice is slippery, means cars can't brake or steer as hard as on dry roads w/o going into skid or a slide. And a skidding/sliding car will basically go where it wants regardless of what the driver wants. Maybe off the road, maybe into another car.
