Fist off, modern porcelain insulators are typically gray in color, however, prior to the 1960's porcelain insulators were all manufactured to be brown in color. Then, during the president Johnson era, first lady, Lady Bird Johnson initiated a "Beautification Campaign" across America. This included planting trees, removing billboards along the sides of highways and giving the United States power system a more modern look. Thus, a general gray color was instituted for new power construction, this including the porcelain insulators that were attached to electrical towers. If you look closely at older transmission and distribution lines, you can sometimes see these older brown insulators.
