The basic design of the periodic table was thought up by Dmitri Mendeleev. It was his idea to arrange the elements according to atomic mass (because this gave repeating patterns of properties). Later it was discovered that atomic charge was what was really important. Eventually the gaps Mendeleev left were filled in by the discovery of more elements, so while many scientist contributed to the modern periodic table Mendeleev is considered to have invented it.
