Most non-reactive? You mean least reactive, right? That would be the noble gases, like Helium, Argon, Xenon, etc. which are all inert. The noble gasses helium and neon tie for the least unstable element as they form no compounds whatsoever.

The other nobles gasses can all form a few unstable compounds
