Concentrated sulfuric acid is the traditional treatment. Pump all sludge and water from tank. Let it refill. Dump on acid. Not sure of amount but seem to remember about 5 gallons per 1000 cesspool. Take full precautions when adding acid. goggles, rubber gloves, long sleeves, etc. Also ALWAYS stand upwind since the fumes are toxic.

Sulfuric acid is commonly used to unclog and clean cesspools due to its strong acidic properties that can break down organic matter and blockages. However, it is important to exercise caution and follow safety guidelines when using sulfuric acid to avoid harm to yourself and the environment. Consider seeking professional help if you are unsure about handling this acid safely.

Is a cesspool considered part of the dwelling if its off the property?

Unless you are referring to the right of access to a "common-use" or "community" cesspool, NO, a private cesspool cannot be located off your property. If you have some type of agreement with an adjoining property owner for a usage easement of their land for this specific purpose, it may not be transferrable to a new owner. The general rule is, if it is not located on the sale property and cannot be conveyed by clear title it is NOT part of the 'real' property.
